Reinstall your IDE Controller/chipset drivers, not sure what is the point you are trying to make, is the 20 Gig using the cpu more than the 60gig? might be a DMA issue, reinstall the chipset drivers.
Make sure everything is set up in your BIOS to allow DMA mode when available (on Award bioses, I just set the controllers to auto detect and that usually works, but you may have to set it to try to force DMA mode if possible)
Then make sure everything in the device manager is set to allow DMA mode when available. You'll know whether it's using DMA mode if it says "Ultra DMA Mode" for the first device on the primary controller... if it doesn't, you know where your problem lies and you should try the above suggestions, especially reinstalling chipset drivers.

Reinstall the cards drivers, DMA mode 4 is ATA66.
ATA/66 doesn't mean your hard drive will always do 66 megs per second. 66 megs per second is just the highest burst rate transfer it can achieve (e.g. the data that a program needs is stored in the hard drive's cache memory, which can be read from much more quickly than the physical drive).
It could very well just be that your 20 gig drive has absolutely sucky performance compared to your 60 gig. I wouldn't be surprised, wasn't it an IBM 60gxp? Those are some fast sumbitches. A 75gxp can maintain about 30-40 megs per second on consecutive reading and something like 20-30 on consecutive writing, so even though I'm not exactly sure about the benchmarks of the 60gxp, your 60gxp was probably blazingly fast compared to your 20 gig
